Dutch labour reform 2025: zero-hour contracts and bogus employment, New Stardom

The recent resignation of the Dutch cabinet on 3 June 2025 has raised questions about the future of proposed labour reforms, particularly those targeting zero-hour contracts and flexible employment arrangements.

For now, the status of the planned reforms remains unchanged. Two major regulatory tracks continue as before.

The Bill for More Security in Flexible Employment Relationships (Wetsvoorstel voor meer zekerheid bij flexibele arbeidsrelaties), which includes the planned restrictions on zero-hour contracts and temporary work, was submitted to Parliament on 19 May 2025. It is still in the legislative process and has not yet been passed. With the cabinet now in caretaker status, the further timeline depends on political developments.

Separately, enforcement of bogus self-employment (schijnzelfstandigheid) resumed on 1 January 2025 under existing rules, following the end of the earlier enforcement pause.

For now, no changes apply for employers or workers. New Stardom will monitor further developments as Parliament resumes and election preparations unfold.
